These
lines of cuneiform script, excerpted from the Babylonian "Code of Hammurabi" the
earliest known human lawcode, read "If a free man has accused another free man and
has brought a charge of murder against him but has not proved it, his accuser shall be put
to death." The
Babylonians probably did not have much problem with "frivolous" charges after
King Hammurabi published this code of laws.
